- IPP Wavier Attachment Non-Disclosure Agreement Solicitation Package This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as Request for Quote (RFQ). The Solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2005-76. The NAICS code is 238150 and the size standard is 15.0 mil. This requirement is set-aside for small businesses. The Bureau of the Fiscal Service on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) is contracting to acquire installation of blast film on 70 interior windows as described in the attached performance work statement. The provisions at 52.212-1, Instructions to Offerors - Commercial Items (APR 2014), applies to this acquisition. Addenda to this provision are attached. The provisions at 52.212-2, Evaluation - Commercial Items (JAN 1999), applies to this acquisition. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable. Addenda to this provision are attached. 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2014) applies to this acquisition; Addenda to 52.212-4 are attached. 52.212-5, Contract Terms and Conditions Required to Implement Statures or Executive Orders -Commercial Items (JUL 2014) Additional contract requirements and terms and conditions may be found in the attachment. Defense Priorities and Allocations Systems (DPAS) and assigned rating are not applicable to this acquisition. Quotes shall be submitted to PSB1@BPD.treas.gov to the attention of TFSATTB14Q0007 SH/DD and received no later than 2:00 pm EST on September 19, 2014. Late proposals will not be accepted or evaluated. All questions shall be emailed to PSB1@BPD.treas.gov to the attention of TFSATTB14Q0007 SH/DD in the subject line of the email no later than noon EST on September 15, 2014 Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading.
