- Request for Proposals The Chief Administrative Officer (CAO) - Enterprise Applications, on behalf of the U.S. House of Representatives, requires professional services to support the enhancement and daily system operations of the House's financial systems. The nature of the support shall be mostly on-site, and can be fairly characterized as staff augmentation or temporary technical support services. However, the House expects that the nature of the services provided also retains the characteristics of consulting services in that the House expects resources to be able to contribute, along with their company, the full range of their knowledge, expertise and best judgment concerning the tasks assigned and the stated goals of the House, as well as the best ways to achieve those goals. The solicitation may be downloaded from the House website: http://www.house.gov/ - click on "Doing Business with the House" at the top of the page, then select the solicitation link which will appear under "Current Solicitations." Any amendments, including any changes to due dates, will be posted as amendments to the House website. Procurements by the House are not governed by the Federal Acquisition Regulation (FAR) or other government statutes, regulations and policies applicable to the federal executive branch, except where specifically stated in this solicitation or applicable law. The House does not participate in set-asides. Questions may be submitted until 11:59 p.m. EST on September 24, 2014. Solicitation questions must be submitted via email to kyle.griggs@mail.house.gov. Questions and answers will be published in an amendment to the solicitation. Proposals must be received by 2:00 p.m. EST on October 9, 2014. Refer to the solicitation, Section L, for submission requirements and details. No verbal request for the solicitation package or questions will be honored.
