Description
The Department of Labor, Mine Safety & Health Administration, intends to award a sole source contract under the authority of U.S.C.253(c)(1), as implemented by FAR 13.106-1(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization), to Electronic Specialty Company, PO Box 400, 1325 Dunbar Avenue, Dunbar, WV 25064 for a upgrade to the GE Security FcWinX System Security Management System and a preventative maintenance agreement for the upgrades located at the National Mine Academy, 1301 Airport Road, Beaver, WV 25813. The upgrade requested is to add readers to monitor food service and make payments to the vendor based on the count from the card readers. With the upgrades, the security system will be FIPS compliant. That consists of FCWnx v7 Pro Single Server Software License upgrade server client (Part # WX70PRO-16CAPMIC); FCWnx existing system Reader capacity increase license (Part # WXRDRLIC-0032CAP); FCWnx Additional single client license (Part # WXSWOPT-001CLNT); PXNplus Ten-pack CPU cardkit, FC Wnx, Secure perfect, serial & Ethernet (Part # 521216002); Server: Dell Precision R5500 Rack Mount Workstation, Dual Quad Core Intel Xeon Processor ( Part #PCWKST-5500RR1); Dell PV114T, 36/72GB, External DAT72 SCSI Rack Mount Single Tape Drive (Part # PCPER-RXTDAT72R); Dell Rapid Rails for Dell Rack (Part # PCPER-RAPIDRAILS) and service for reconfiguring or addition of new components to the existing system. The preventative maintenance services will begin from date of installation until March 31, 2015 and will include complete service inspections and testing during regular visits with customer listed equipment to give peak performance and minimize repair interruptions and downtime. Inspections include field cleaning, calibration and verification of proper operation. Strategic voltage/current measurements shall be taken, compared to manufacturers' data and corrections made as required. Additional service calls which are required due to the malfunction of the equipment are made without labor charge. New equipment purchased from Electronic Specialty Company and eligible for PMS will be automatically added to this agreement. Customer will receive full disclosure notice showing effective dates, costs and any discounts resulting from "multiple units" inspection agreement. All technicians must be Lenel certified and if any other parts are serviced on the unit by any other non-certified technicians the warranty will be null and void. PMS options include travel time and expenses for service calls other than regular inspection are charged to the customer. Minor repair parts (under $50.00 total value) replaced without additional charge. Other parts billed at list price less 10% trade discount. Inspect ALL of devices each quarter; Customer to provide assistance during inspections for Training Purposes. Includes ALL applicable manufacturer's software upgrades with training refreshment through duration of agreement. Service required will be within approximately two hours of service call. This action will result in a firm fixed price contract. The estimated equipment delivery will be four weeks ARO or sooner and the maintenance portion will run from date of installation until March 31, 2015. The NAICS code for this requirement is 238210 with a size standard of $15.0 million. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted.
