- Updated RFQ Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii) The solicitation number F3CTMG4211A001 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iv) This acquisition is 100 percent set aside for small businesses. The North American Industry Classification System (NAICS) code is 332216 with a size standard not to exceed 500 Employees (U.S.) (v) CLINs 0001 - Composite Tool Kit CTK1-Primary. All tools and kits must be etched with identifying marking as follows: (MPSFPRI13, MPSFPRI14, MPSFPRI15, MPSFPRI16) ***All tools must have a lifetime warranty. Must have foam inlay cuts for each requested tools listed in excel sheet under CTK 1 Primary tab. Inlay cuts must be in accordance with AFI 21-101.Case for tools must be black with wheels (Pelican case 1650 OR EQUAL) and must be etched with separate marking as follows:(MPSFPRI13,MPSFPRI14, MPSFPRI15, MPSFPRI16). (Pelican case 1550 OR EQUAL) and must be etched with separate markings as follows: (MPSFSEC12, MPSFSEC13, MPSFSEC14, and MPSFSEC15). (MPSFMTK13, MPSFMTK14, MPSFMTK15, and MPSFMTK16). 0004 - Composite Tool Kit CTK 4-Insulated. All tools and kits must be etched with identifying marking as follows: (MPSFITS10, MPSFITS11, and MPSFITS12) ***. All tools must have a lifetime warranty. Must have foam inlay cuts for each requested tool listed in excel sheet under CTK 4 Insulated tab. Inlay cuts must be in accordance with AFI 21-101. Case for tools must be black with wheels (Pelican case 1520 OR EQUAL) and must be etched with separate markings as follows: (MPSFITS10, MPSFITS11, and MPSFITS12). See attached Request for Quotation. 0002 - Composite Tool Kit CTK2 - Secondary. All tools and kits must be etched with identifying marking as follows: ( (MPSFSEC12, MPSFSEC13, MPSFSEC14, and MPSFSEC15) ***. All tools must have a lifetime warranty. Must have foam inlay cuts for each requested tool listed in excel sheet under CTK 2 Secondary tab. Inlay cuts must be in accordance with AFI 21-101. Case for tools must be black with wheels 0003 - Composite Tool Kit CTK3-Metric. All tools and kits must be etched with identifying marking as follows :( MPSFMTK13, MPSFMTK14, MPSFMTK15, and MPSFMTK16). All tools must have a lifetime warranty. Must have foam inlay cuts for each requested tool listed in excel sheet under CTK 3 Metric tab. Inlay cuts must be in accordance with AFI 21-101. Case for tools must be black with wheels (Pelican case 1550 OR EQUAL) and must be etched with separate markings as follows: (vi) The Contractor shall furnish all plant, labor, equipment, and materials necessary to accomplish the requirement for fifteen (15) CTKs with various tools. All tools must be etched on the primary ctk1 marking as follows: (MPSFPRI13, MPSFPRI14, MPSFPRI15, MPSFPRI16), secondary ctk2 marking as follows: (MPSFSEC12, MPSFSEC13, MPSFSEC14, and MPSFSEC15), metric ctk3 marking as follows: ( MPSFMTK13, MPSFMTK14, MPSFMTK15, and MPSFMTK16), and insulated ctk4 marking as follows: (MPSFITS10, MPSFITS11, and MPSFITS12) to the corresponding CTKs. CTKs must have foam inlay cuts for each tool and additional items listed in the Additional Foam Cutout Requirements section. Inlay cuts must be in accordance with AFI 21-201. Tools must also carry a lifetime warranty. (vii) Place of delivery is throughout Minot missile complex, ND 58705, installation must occur within a 60 day period after contract award. (viii) The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (ix) The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. The government will award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the government, and lowest price. The other factors considered will be the ability to meet the salient characteristics of the items above. Award shall be based on best value to the government. (x) The government advises Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Offerors are also reminded to complete Offeror Representations and Certifications on-line at www.sam.gov prior to submitting an offer. (xi) Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xii) Clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable: 52.204-10, 52.219-6, 52.211-6, 52.222-3, 52.222-21, 52.222-26, 52.222-19, 52.222-36, 52.223-18, 52.232-33 (xiii) Clause 52.204-7, 52.204-13, 52.225-13, 52.232-40, 52.247-34, 52.252-1, 52.252-2, 52.252-6, 52.253-1. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. (xviv) There is no Defense Priorities and Allocations System (DPAS) rating applicable for this procurement.
