- NOTICE OF INTENT TO AWARD SIMPLIFIED ACQUISITION USING OTHER THAN FULL AND OPEN COMPETITION FOR TECHNICAL ASSISTANCE CENTER SUPPORT ON HARRIS LAND MOBILE RADIO SYSTEM AT VA SOUTHERN NEVADA HEALTHCARE SYSTEM. The NAICS Code is 541990. The small business size standard is $15.0M. The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1). The proposed sole source is for the following services: The Contractor's unique qualifications are as follows: At this time there is no set standard for infrastructure and/or operating software platforms for the Harris P25 infrastructure and Interoperability equipment. As a result, the needed Priority TAC Support services to facilitate this contract are completely proprietary to Harris Corporation. No other LMR vendor can provide Harris authorized support for the proprietary data and infrastructure protocol. All work and/or technical support performed on this proprietary equipment must be accomplished by Harris certified engineers and installation technicians to avoid service and/or proprietary warranty disqualifications. This also ensures complete compatibility with the signed MOA between VASNHS and Nellis AFB concerning infrastructure and platform upgrade operations. No other manufacturers' TAC support services will be able to interface and/or operate on the Harris Corporation P25 IP CAI infrastructure network and backbone due to proprietary protocols. No known vendors carry the authorized licensing requirements to manufacture, program, and/or install hardware/software on our Harris Corp. equipment. This notice of intent is not a request for competitive quotations; however, any quotation received IAW the attached Statement of Work by 3:00PM PST on September 17, 2014 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations should be e-mailed to Jaclyn.Alverson@va.gov no later than 3:00pm PST on September 17, 2014. Only proposals received by this date will be considered. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "TAC Support for VASNHS".
