Description
Drawing Solicitation FOUNTAIN CITY SERVICE BASE STORAGE BUILDING CONCRETE SLAB AND SHELVING UNIT SCOPE OF WORK 1. SCOPE OF WORK Work under this contract shall consist of design and construction of a concrete slab inside a storage building for the U.S. Army Corps of Engineers at the Fountain City Service Base located at 431 North Shore Drive in Fountain City, Wisconsin. 2. WORK RESTRICTIONS Work Hours shall be limited to the hours of 7:00 AM to 3:30 PM Monday through Friday, excluding Federal holidays, unless prior approval is provided by the Contracting Officer. Contractor Operations shall not interfere with normal operations of the Fountain City Service Base or surrounding operations. 3. PAYMENT 3.1 Concrete Slab Payment will be made on a lump sum basis complete and shall constitute full compensation for constructing the concrete slab as shown and specified. This shall include providing all material, equipment, labor, tools, supplies, supervision, quality control, environmental protection, meeting safety requirements, and all incidentals required to complete the work. 4. SAFETY The Contractor shall be responsible for completing all operations associated with the construction of the storage building in compliance with the current publication of U. S. Army Corps of Engineers EM 385-1-1 Safety and Health Requirements Manual as well as all applicable OSHA regulations and Wisconsin State codes governing work environment safety. The Contractor shall maintain a safe work environment during all phases of the work and insure that all workers are properly trained in safe work techniques, are aware of hazards in the activities performed, and are provided with the necessary training and equipment, in good working order, to perform the work without accident or injury. The Contractor shall submit a safety plan for performing the work in conformance with the Safety and Health Requirements Manual, US Army Corps of Engineers EM 385-1-1 (Latest Edition). The safety plan shall be reviewed by the Corps and discussed at a pre-construction meeting to be held at the Fountain City Service Base. 5. PRECONSTRUCTION MEETING AND COORDINATION Prior to initiation of construction, the Contractor shall meet with the Contracting Officer's Representative on site to discuss the Contractor's plan of operation, the Contractor's safety plan, and any issues that the Government or the Contractor may have. 7. STAGING AREA A staging area will be provided on site for storing the Contractor's equipment and materials. The Contractor is responsible for the loading and unloading of construction material. 8. FOUNDATION PREPARATION FOR STORAGE BUILDING SLAB Excavation and placement of forms required for construction of the concrete slab shall be completed to the dimensions shown in the attachments for this scope of work. Excavated material may be wasted on site in a location(s) identified by the Contracting Officer. Such material shall be spread and compacted to form a smooth compact surface. Prior to construction of the concrete slab, granular fill shall be placed to the elevation and compacted thickness shown in the attachments to this scope of work. Granular fill shall meet material and gradation requirements for open graded base as specified in Section 310 Open Graded Base in the Wisconsin Department of Transportation 2013 Standard Specifications publication. Prior to bringing material on site the Contractor shall provide documentation from the material supplier verifying that the material meets the specified requirements. Granular fill shall be compacted using hand operated tools or equipment. Compaction of granular fill shall be conducted in the presence of the Contracting Officer and shall be continued until no further consolidation of the granular fill is observed. 9. CONCRETE CONSTRUCTION The concrete slab shall be constructed as shown and specified. The Contractor shall provide signed documentation from the concrete supplier verifying that the concrete provided meets the requirements of this scope of work. Reinforced concrete design and construction shall be in accordance with ACI 318 and related current ACI publications, which are applicable to the design and construction. The concrete slab shall at a minimum be reinforced with temperature and shrinkage reinforcement. Reinforcing Bar Usage Limitations. Grade 60 bars shall be used for concrete design. Minimum bar size shall be No.6 bars except for stirrups and ties, which may be No.3 bars per ACI. Mix Proportioning. Concrete shall be proportioned with a maximum limit on water/cement ratio (W/C) of 0.40 for structural thin sections by weight of cementitious materials. Concrete Aggregate. Coarse and Fine Aggregate for Portland cement concrete shall be from sources as tested and accepted in accordance with ASTM C33. Concrete Strength. The minimum concrete compressive strength shall be 4,500 psi in 28 days per ASTM C39. Joints for Concrete Slab. Control joints and contraction joints shall be located to reduce concrete cracking to a minimum. All exposed concrete joints shall be sealed with appropriate joint sealants. Anti-Termite Material. Anti-termite material shall be applied to the compacted backfill under the concrete slab in accordance with the instructions of the manufacturer. Concrete Finish. Unformed surfaces that are not to be covered by additional concrete or backfill shall have a float finish, with additional finishing as specified below, and shall be true to the elevation shown on the drawings. The dusting of surfaces with dry cement or other materials or the addition of any water during finishing shall not be permitted. If bleed water is present prior to finishing, the excess water shall be carefully dragged off or removed by absorption with porous materials such as burlap. Slabs with surfaces which exhibit significant crazing shall be removed and replaced. After floating, the surface shall be lightly steel troweled, and then carefully scored by pulling a coarse fiber push-type broom across the surface. Brooming shall be transverse to traffic or at right angles to the slope of the slab. Concrete Curing. Concrete shall be cured by an approved method for a period of 7 days, except that cement blended with pozzolan shall be cured for 14 days. Curing of Horizontal Concrete shall be by moist curing for 7 days with no exceptions. Concrete to be moist-cured shall be maintained continuously wet for the entire curing period, commencing immediately after finishing. When wooden forms are left in place during curing, they shall be kept wet at all times. Surfaces shall be cured by ponding, by continuous sprinkling, by continuously saturated burlap or cotton mats, or by continuously saturated plastic coated burlap. Burlap and mats shall be clean and free from any contamination and shall be completely saturated before being placed on the concrete. The approved resurfacing work plan shall include a curing plan to ensure that moist curing is continuous 24 hours per day. If inspection identifies an area of inadequate curing, immediate corrective action shall be taken, and the required curing period for those areas shall be extended by 1 day. 10. BACKFILL FOR CONCRETE SLAB After the concrete slab has been constructed and forms removed, the slab shall be backfilled around its perimeter with granular fill as shown in the attachments. The finished surface of the granular fill immediately adjacent to the slab shall be at an elevation one inch below the top of slab elevation with the remaining finished surface shaped to prevent drainage toward the structure. Backfill and compaction shall be done by methods that do not damage or displace the concrete slab and underlying granular fill. Backfill shall be compacted with standard compaction equipment until no displacement of compacted materials is observed. 11. AS-BUILT DRAWINGS The Contractor shall submit for approval paper prints and reproducible drawings of the completed work for final approval. Failure to submit final as-built drawings and marked prints, as required herein will be cause for withholding payment due the Contractor under this contract. These drawings shall be furnished to the Contracting Officer within 30 days after the required contract completion date. Approval and acceptance of final as-built drawings shall be accomplished before final payment is made to the Contractor. 12. SITE RESTORATION AND CLEAN-UP The Contractor shall remove metal shavings, waste metal, filings, nails, bolts, wires and other debris and waste generated from the construction of the storage building from the work area daily. The Contractor may use the on-site metal and construction material dumpster for disposal of construction material associated with this project. At the completion of installation of the structure, the Contractor shall remove protective coverings/films, grease and oil films, excess sealants, handling marks, contamination from steel wool, fittings and drilling debris and thoroughly clean all exposed surfaces. The Contractor shall repair or remove any exposed metal surfaces that contain dents, creases, waves, scratch marks, solder or weld marks. Any exposed surfaces for which the finished coating is damaged or which contains rust shall be cleaned, prepared, primed or re-primed, and finish painted with the manufacturer's recommended paint system.
