- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. THIS ACTION IS A DIRECT AWARD TO BOWHEAD LOGISTICS SOLUTIONS (BLS), LLC, AN ALASKAN NATIVE CORPORATION (ANC)UNDER THE 8(A) PROGRAM FOR AN INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) TYPE CONTRACT WITH FIRM FIXED PRICE (FFP) TASK ORDERS BEING ISSUED AGAINST THE BASE CONTRACT. THIS CONTRACT HAS A NOT TO EXCEED VALUE OF $18M FOR A BASE YEAR AND ONE SIX MONTH OPTION PERIOD. THIS CONTRACT WAS REQUESTED BY CECOM FOR IT SUPPORT SERVICES. THE IT SUPPORT SERVICES CONSISTS OF FOUR FUNCTIONAL AREAS OF SUPPORT: Functional Area One is vital to obtain facility lobby receptionists which required be certified and monitor the security software. Functional Area Two is required to obtain access control, software/ hardware support which will provide program management, subject matter experts, and engineering support in the operations, sustainment, corrective maintenance, preventative maintenance and testing of Security Management System (SMS) field devices. Functional Area Three is required to obtain enhanced Automated Data Processing (ADP) support services. The one area which is being newly procured by CECOM is four. Functional Area Four is required to obtain 5Bars service support and wireless non-secure internet protocol router network connectivity. This Functional Area includes cellular coverage in specified buildings to enhance communication and security.
