- The Huntington District, US Army Corps of Engineers is soliciting proposals for a proposed Multiple Award Task Order Contract (MATOC) for Various Small Construction Projects within the Boundaries of the Great Lakes and Ohio River Division. Geographical boundaries for the Great Lakes and Ohio River Division include Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville and Pittsburgh Districts. This procurement will be an unrestricted (open to all businesses regardless of size). Procurement is intended for an Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contract(s) with a base year and option to extend four additional years. Multiple contracts may be awarded. The not-to-exceed amount of this MATOC is $10,000,000.00 for each contract awarded. The contract would require the contractor to be capable of mobilizing sizeable river crews to multiple work sites and multimillion-dollar bonding capability. Task Orders may include, but are not limited to; river-based bank protection projects, emergency dredging work, work on and around Locks and Dams, land-based stream bank protection or excavation site work, bridge repair, demolition of small to large structures, and construction or remodel of buildings. The contractor shall furnish all supervision, labor, supplies, and materials necessary to perform work associated with task orders. Work will be issued by negotiated firm-fixed price task orders. ASIC code of 1629 and an FSC code of Y219 has been established for this solicitation. The NAICS code for this procurement is 237990, which has a size standard of $33.5 million in average annual receipts. The contract will be awarded to the Offeror(s) whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following factors: (1) Technical Capability and Specialized Experience, (2) Past Performance, (3) Equipment, (4) Management and Administration, (5) Small Business Participation and (6) Cost/Price. All non-cost evaluation factors (i.e. Technical), when combined are significantly more important than cost/price. The solicitation will include further detail of the evaluation factors, provide instruction for proposal submission, and the basis for award. Solicitation documents will be available on or about 11 August 2014. Estimated receipt of proposals will be 30 days after the issuance of the solicitation. Actual dates will be reflected in the solicitation. Solicitation packages will be available for download at https://www.fbo.gov/. The Government will not provide written paper copies of the solicitation.
