- ***Solicitation for Design, Remove, and Replace Generator at Building 230, National Institute of Standards and Technology (NIST) in Gaithersburg, MD*** This acquisition is a competitive Small Business Set-Aside for Design, Remove and Replace Generator. It will be a Firm-Fixed Price contract and award will be made to a Small Business Concern. This acquisition is being synopsized under North American Industry Classification System (NAJCS) Code 238210. Small business size standard is $14,000,000.00. All other firms are deemed ineligible to submit offers. The work requirements to be performed by the contractor consists of, but is not limited to, 1) demolition/removal of the existing back-up generator 2) Design and Placement, to include all necessary electrical and gas connections, of a generator rated at 125KVA, 480V, 3 Phase, 4 W, 60H, to include new compatible ATS. Place of Performance: National Institute of Standards and Technology (NIST), Gaithersburg, Maryland Period of Performance and Magnitude: The performance period is 196 days from Notice to Proceed. The estimated contract magnitude is between $100,000 and $200,000. The Government intends to award on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation will be issued from via Federal Business Opportunities (fedbizops) at https://www.fbo.gov/. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is http://www.sam.gov. When the solicitation is downloaded, it is important to read the solicitation completely, as there are milestones that must be met by the prospective offeror in order for the proposal to be considered responsive. There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be on or about 25 July 2014 with a closing 30 days after issuance. SITE VISIT: A site visit will be conducted on Wednesday 6 August 2014 at 09:00 am (EST) in accordance with (IAW) CAR 1352.271- Pre-bid/pre-proposal conference and site visit. The site visit will begin at building 301, NIST, Gaithersburg, MD 20899; however the vendors will need to stop at the main gate visitor center to obtain a pass. All vendors intending to attend the site visit shall submit an email request with the names and vehicle tags of the individuals that will be in attendance to Mr. Clarion Miller (EMAIL: clarion.miller@nist.gov) no later than 4 pm EST Monday,4 August 2014.
