- Quality Assurance in NLS Audio and Braille Production This is a combined synopsis/solicitation for commercial items prepared in accordance with format FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is LCNLS14Q0083 and is issued as an invitation for bids (IFB), unless otherwise specified herein. All questions are due to Brandon Pichanick by August 7, 2014. All answers will be posted August 14, 2014. All responses and bids are due August 21, 2014. The National Library Service for the Blind and Physically Handicapped (NLS) is seeking a contractor to perform support for NLS created software tools to support quality assurance processes in NLS audio and braille book production. The contract will consist of a base year and two option years. The work will consist of: 1. Performing bug fixes on the following NLS created software programs: NLSval, Zedval, Checksumval, Labelval and the NLS DTB encryptor. All programs are written in java and must operate properly under Microsoft windows as well as Linux (RedHat enterprise). This work is to be done under a firm fixed price contract on an annual basis. 2. Creating a new software program (which will be referred to as "NLSED") that is to run under the windows 7 and 8 operating versions that will allow NLS quality assurance staff to perform quality assurance tests on digital braille files. This work is to be done under a firm fixed price contract during the base year. This work shall be warranted by the contractor for a period of one year after acceptance by NLS. 3. Performing bug fixes on NLSED after the warranty period expires. This work is to be done under a firm fixed price contract on an annual basis. 4. Creating a new java based software program to support quality assurance processes in NLS audio and braille book production. This will be done under a firm fixed, per-task cost basis. 5. Modifying an existing java based software program (e.g. NLSval, Zedval, and the encryptor) to support quality assurance processes in NLS audio and braille book production. This will be done under a firm fixed per-task cost basis.
