- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis with Dataworks Development Inc, P.O.Box 174, MountLake Terrace, WA 98043, under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for the purpose of acquiring Freezerworks Unlimited Client/server license for 1 Base year and 3 option years. Freezerworks Unlimited is a freezer and sample inventory management softrware program. Dataworks has sole proprietary rights to offer the maintenance modifications, enhancements, and new releases provided in the Customer care Program. Dataworks licenses freezerworks and related documentation, and provides maintenance and support. The NIST has already purchased the Freezerworks Unlimited software as their only specimen tracking database for two facility locations, (NIST /Charleston and Hawaii). Metadata as well as freezer locations information has been entered into this database for the thousands of sampled that have been archived at the NIST Marine ESB since 2002 and samples from the former NIST Biomonitoring Specimen Bank since 1979, NIST will continue to use this software for the duration of the specimen banking programs. The use of another software will be an unnecessary cost and mission impact due to re-entering 30+ years of specimen data, The Customer care is necessary to receive upgrades, updates and 247 technical support of the software. No solicitation package will be issued. This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to Janice.moten@nist.gov. The government will consider responses received by 12:00PM, EST, 08 Aug 2014. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This Notice of Intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 511210 and the size standard is 25 mil.
