- The Army Contracting Command - Redstone Arsenal (ACC-RSA) under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and Federal Acquisition Regulations (FAR) 6.302-1 entitled, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements, as supplemented with additional information included in this notice, this announcement is of the purpose for the Government's intent to award sole-source to L.A.B. Equipment,Inc. In accordance with FAR 6.302-1, the Government intends to award a sole source contract for the Logistics Support Activity (LOGSA) Packaging, Storage, and Containerization Center (PSCC) Logistics Testing and Applications Division (LTAD) requires a software upgrade to their box compression machine. This software upgrade must meet the criteria established by LOGSA PSCC's technical. Please see attached documents for additional details. The Contractor L.A.B Equipment, Inc will provide the software used for this machine which will allow the existing software to be upgraded from the original software that was provided with the compression machine. The machine is designed to operate based on input from the proprietary software. Installation/calibration/training will be required with the software upgrade. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract to Spectro, Inc whose offer is most advantageous to the government; price and other factors were considered. The following factors were used to evaluate L.A.B. Equipment, Inc's offer: Technical capability and price. Award will be made to L.A.B. Equipment, Inc whose offer was technically acceptable and is the existing contractor providing equipment and service. This solicitation is issued as a Request for Quote (RFQ).
