- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit Sikorsky Aircraft Corporation, of San Jose CA and Entwistle, of Danville, VA on a limited competition basis for thirty-seven (37) each of the Blade Inspection Method (BIM) Nitrogen Check and Fill Units, NSN: 4920-209-3076, with the option for an additioinal quantity of twenty-six (26) each in support of the Marine Corps H-53E Helicopter Program. The BIM Nitrogen Check and Fill Unit is a portable unit consisting of a ruggedized and calibrated tester that is used to check and fill nitrogen pressure in the H-53E rotor blades per maintenance requirements in garrison and field environments. This Blade Inspection Method (BIM), Nitrogen Check and Fill Unit is used to fill and check the Nitrogen pressure in Rotor Blade Spars equipped with a BIM. Currently Sikorsky Aircraft Corporation and Entwistle Company's unit meets the required Form, Fit, and Function capability. The Government intends to procure the above items under the authority of 10 USC 304 (c) (1), FAR 6.302-1. The Government does not anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer (OEM) is unwilling to sell their data rights. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
