- Posting of Solicitation W911QY-14-R-0045 has been postponed to on or about 8 August 2014. The Government is anticipating two or more awards. OPEN MARKET MEANS IT IS NOT LIMITED TO OFFERORS UNDER THE GSA SCHEDULE. THIS ACQUISITION IS STILL A TOTAL SMALL BUSINESS SET-ASIDE. THE COMPUTER AIDED DESIGN SERVICES WILL NO LONGER BE COMPETED UNDER GENERAL SERVICES AGENCY (GSA), HOWEVER THESE SERVICES WILL BE COMPETED OPEN MARKET UNDER SOLICITATION NUMBER W911QY-14-R-0045 TO BE RELEASE ON OR ABOUT 14 JULY 2014. The U.S. Army Contracting Center-APG, Natick Contracting Division, in support of the U.S. Army Natick Soldier Research, Development, and Engineering Center (NSRDEC), in Natick, MA, has a requirement for commercial CAD Drawing Services. The NSRDEC is responsible for the development of technical data packages used to procure its multiple commodities. This requires maintenance of the engineering data, such as drawings. CAD/Drawings are one of the most important components of a technical data package. Once an item has completed development and is ready for procurement, the drawing package is placed under configuration management and any subsequent changes-corrections, Engineering Change Proposals (ECPs) etc.-need to be strictly documented and recorded. This situation results in a sporadic level of activity involving drafting and the insertion of the changes into the drawing package so that is remains up-to-date, accurate, and available for procurement and re-procurement. This contract is intended to provide the NSRDEC and Natick Soldier Systems Center (NSSC) partner organizations, with CAD/Drawings and solid models for the generation and modification of drawing packages through individual task orders. Travel expenses will not be reimbursed under this contract. The Government is anticipating awarding a single Firm Fixed Price Five Year Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a minimum value of $3,000.00 and a maximum value of $6,000,000.00 to be solicited as a Small Business Set-Aside under General Services Administration (GSA) Federal Supply Schedules (FSS). Contract minimum and maximum limitations may be fulfilled by a combination of Task Orders. Funds will be obligated on individual Task Orders, and not on the basic contract. The services are non-severable and the Government intends to conduct discussions but reserves the right to award without discussions. The Government may award one or no contracts as a result of the Request for Quotations. The North American Industry Classification System (NAICS) code is 541340, and the size standard is $7.0 Million. This is not an Invitation for Bid (IFB) or Request for Proposal and not to be taken as a commitment by the Government.
