Description

Justification for Other Than Full & Open Competition THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) Eastern Business Service Center (EBSC) intends to award a sole source to David Lambillotte Consulting, 6965 El Camino Real, Carlsbad, CA 92009. The Government anticipates a single purchase order award for the following: 100 each ELISA Development Kits; 100 each ELISA Development/Validation The statutory authority for this sole source procurement is10 USC 2304(c) (1) and FAR 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This determination was made based on Market Research conducted f or this acquisition. The NAICS code for this action is 334516. ARS requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR, please access the following website: http://www.ccr.gov/CCR. This notice of intent is NOT a request for competitive quotes the Government reserves the right not to compete the proposed purchase order based on responses received to this notice. However, the Government may consider all responsible sources received within five days of this posting. It is noted that the intent of market research is to survey the market place to identify supplies and /or services and sources that will meet the agency's future needs. There is no guarantee of award for any contractor engaged by the Government during the market survey process. Written responses to this notice shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. If no written responses are received after the publication of this notice the purchase will be awarded without further notice.
