Description
This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price purchase order to American Medical Association (AMA) for the AMA Guides to the Evaluation of Permanent Impairment, Sixth Edition (ebook format). SSA's Office of Disability Determinations and the DDS offices use this item to adjudicate claims involving musculoskeletal disorders and other physical impairments. SSA references the Guides in the regulations, 20 C.F.R Pt. 404, Subpt. P., App. 1, § 1.00 G., for: guidance on the measurements of joint motion are based on the techniques described in the chapter on the extremities, spine, and pelvis in the current edition of the "Guides to the Evaluation of Permanent Impairment" published by the American Medical Association. Under Federal Acquisition Procedures (FAR) Part 6.302.1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. The ebook version of AMA Guides to the Evaluation of Permanent Impairment, sixth edition is only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for twelve months, beginning September 30, 2014 through September 29, 2015. The ebook is accessed through the SSA Digital Library website, which is on the agency's intranet and is password protected. The AMA Guides are mission critical and the ebook will support the agency's continued effort to reduce the disability case backlog. The American Medical Association's AMA Guides to the Evaluation of Permanent Impairment (AMA Guides) are the recognized international standard for assessing impairment. The Sixth Edition, published in 2007, introduced new approaches to medical rating of permanent impairment (PI), a key component in determining permanent impairment and partial disability awards (PPD) for workers' compensation (WC) and other benefit programs. The process whereby disability determination is made requires an initial determination of permanent medical impairment according to specific medical criteria. In response, the AMA has produced a rating manual to assist physicians in measuring and rating medical impairments. One of the goals is to improve consistency with ratings so that two physicians assessing the same patient would have a similar assessment, reflective of best practices. The AMA Guides is a standardized objective reference and reporting guide originally published in 1971 and is periodically updated and revised to the current Sixth Edition. These updates are similar to revisions that occur with other texts, replacing outdated information with current data and consensus. The AMA Guides is widely recognized as the authoritative impairment rating guide both nationally and globally. Various editions are mandated or recommended by statute in the majority of U.S. Workers' Compensation (WC) jurisdictions, and it is the preferred reference for the US Department of Labor WC claims and also for many domestic personal injury claims. Since 1847, the American Medical Association has promoted scientific advancement, improved public health, and invested in the doctor and patient relationship. The AMA is at the forefront of medical policy debate and plays a key role in the development of performance measures, initiatives to improve patient outcomes and patient safety. Some of our most important advocacy work in the public and private sectors has recently touched on Medicare payment reform, health information technology and other key topics. This requirement is utilizing procedures in FAR Part 12 - Acquisition of Commercial Items in conjunction with procedures in FAR Part 13. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received by 2:00PM EST on 8/12/2014, in accordance with FAR 13-106-1(b)(1) negotiations will be conducted with AMERICAN MEDICAL ASSOCIATION as the only source and a purchase order will be issued without any additional notices being posted.
