- The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to Atlas North America, LLC, 208 Golden Oak Court, Suite 415, Virginia Beach, VA 23452-1800. This IDIQ contract includes a variety of engineering services for providing Original Equipment Manufacturing (OEM) Depot level repair, engineering, maintenance, modifications, and spares procurement in support of the AN/SLQ-60 Surface Mine Neutralization System hereafter referred to as the SMNS. The SMNS provides for neutralization of shallow and deep-water mines including bottom, close-tethered and in-volume mines and is launched from surface platforms utilizing an MCM-1, Avenger, class ship equipped with AN/SLQ-60 SMNS. This effort is unsuitable for full and open competition for the following reasons. Atlas North America is the original equipment manufacturer (OEM) and the only source for the system listed above. As such, only Atlas North America has the expertise, technical data, equipment, and experienced personnel to successfully complete the system overhauls and supporting documentation as well as the other tasking specified above. Atlas North America is the Depot facility for the SMNS system. Given the complexity of the AMNS system and the level of system knowledge required overhauling and repairing this complex equipment and systems, Atlas North America is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering and design services to accomplish all tasking. In summary, there are no other possible sources that can satisfy this requirement without significant additional cost, significant schedule risk and significant technical risk to the Government.
