- Description
- The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to procure on an other than full and open competition basis the following items: software maintenance and license for a three-year subscription; brand name of FlightLab. The manufacturer is Advanced Rotorcraft Technology (ART) of Sunnyvale, CA. The applicable NAICS code for this requirement is 511210 and the business size standard is $35.5 million. The reason for restricting competition is as follows: Advanced Rotorcraft Technology has exclusive rights to provide FlightLab software upgrades and technical support. ART has the copyright and continues to upgrade their software subscription. ATR has the environment to perform software maintenance to its maximum capability. The proposed contract action is for supplies/services for which the Government intends to solicit with only one source under the authority of FAR 6.302. Any firms believing that they can provide the software license renewals may submit a written response to be received within 15 days of the date of this posting. This notice of intent is NOT a request for competitive proposals. However, all responses received will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
