Description
The Czech Republic intends to to issue an Invitation for Bid (IFB) for the construction of a pumping station and fuel storage at Náměšť nad Oslavou Air Base. Please note: the tender documents will be in Czech, and all bids must be submitted in Czech. In the process of construction, the official language will be Czech. In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) have a Secret facility security clearance, 3) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 4) be nominated to the bidders list by the U.S. Government. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the Czech contracting entity the required NATO security clearance certifications. The U.S. Department of Commerce will be using IFB-1-2014-APH as its reference for this project. SCOPE of PROJECT a) Demolition of existing basement building, including the relocation of the existing engineering networks in the planned area. b) Construction of a new commercial-type gas station and storage of oils, lubricants and fuels and maintenance hall for tank trucks with the following: - Gas station building: heated basement building (2 offices, technical room, small kitchen, social area (dressing room, restroom, bathroom) - Warehouse building with a loading ramp - Two story/basement building (4 storage and 6 utility rooms) - Distribution facilities and handling area (covered space with two products reversible fuel dispensers) - Underground fuel tanks including an emergency reservoir (three double-walled underground tanks placed on the ferro-concrete slab) - Maintenance hall for tank trucks (single story/basement hall including technologies and equipment c) Installation of the control systems and technologies d) Connection to transport and technical infrastructure - Constuction of access and service roads to the objects - Construction of engineering networks (rainwater and wastewater sewarages, water supply, connection to distribution of electricity, gas and heat) - Interconnection with the Air Base remote control systems e) Comprehensive testing of technologies and equipment f) Elaboration of the actual construction documentation BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: - Request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application): 02 September 2014 - IFB planned to be released: 15 September 2014 - Estimated date of conference and construction site inspection: 25 September 2014 - Estimated deadline for submitting bids in the Czech language: 30 October 2014 - Anticipated Contract Award: 28 November 2014 - Estimated Period of Implementation: December 2014 - December 2016
