Description
NASA/GSFC has a requirement for: -Qty:1; Micro-Hyperspec VNIR E-Series Folded Concentric Imaging Spectrometer, Lightweight (< 5 lb), have lower power consumption, and cover the spectral range from 400-1000 nm with 5nm FWHM spectral resolution or better. The focal plane must employ thermoelectrically cooled Scientific CMOS technology with a wide dynamic range (>60 db) and 16 bit A/D or better. The spectrometer must employ an all reflective concentric optical design that minimizes stray light and optical aberrations. The optical input must offer a telecentric design that yields a high degree of spectral/spatial uniformity. An athermalized design is required that allows the sensor and optics to operate across a wide range of temperature environments. The spectrometer must integrate into the pre-existing G-LiHT instruments system with minimal modifications. This is to replace the Hyperspec A-Series Imagining Spectrometer currently abroad Goddard's Lidar, Hyperspectral, Thermal (G-LiHT) instrument for airborne applications. -Qty:1, 8mm Focal Length Achromatic Lens, C mount, compact barrel -Qty:1, Micro-Hyperpec Shutter NASA/GSFC intends to purchase the items from Headwall Photonics. It is our understanding that the Micro-Hyperspec E-Series imaging spectrometer offered by Headwall Photonics is suited for this application where high spectral/spatial resolution and high dynamic range are key performance parameters. Micro-Hyperspec is also optimized for minimum size, weight, and power consumption making it perfectly suited for mission such as this where payload restrictions are critical. The identified spectrometer system will augment and easily integrate into existing infrastructure. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Eastern Standard Time on August 05, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html.
