- Current Wage Determination Vertical Ventilation Trainer Statement of Work Pre-Solicitation: Vertical Ventilation Trainer Upgrade, FA4621-14-R-0005. Description: The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing McConnell AFB Kansas announces the pre-solicitation for the Vertical Ventilation Trainer Upgrade, a design-build project, solicitation number F2Z3C84133AW02. This notice is posted in accordance with FAR 5.203 and FAR 36.213-2. The contractor shall provide all personnel, equipment, tools, supplies, materials, supervision, and transportation necessary to design, fabricate, construct, install, and test a Vertical Ventilation Training Prop addition to the first floor burn cell of the McConnell AFB Fire Department Structural Fire Training Facility (SFTF). The magnitude of construction is between $25,000 and $100,000. The place of performance for this project is located on McConnell AFB which is adjacent to Wichita, KS. The contract for this project will be awarded using procedures in FAR 13 - Simplified Acquisition Procedures (no public bid opening). The Construction period will be 30 days from notice to proceed. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings. The solicitation date is approximately 24 July 2014. The solicitation will be a Request for Quote (RFQ) for a firm-fixed price contract. Award will be made based on Lowest Price Technically Acceptable. The solicitation will state the exact terms for the award decision. The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small business concerns. The NAICS code for this requirement is 332312 with a size standard of 500 Employees. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and /or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) database or their proposal will not be considered. Contractors can obtain further information on SAM registration at web site https://www.sam.gov/portal/public/SAM/#1. The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation. Check the http://www/wdol.gov for current wage determination information from the Department of Labor. NOTICE TO OFFERORS; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION/RFQ EITHER BEFORE OR AFTER THE BID OPENING/RFQ CLOSING DATE. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
