- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command-Rock Island Arsenal hereby requests a quote for Quick Connect Cable and Bollard Barrier Systems, in accordance with the specifications below. These items will be FOB destination to Rock Island, IL 61299. This is a Firm Fixed Price effort. Quantity 2 - Quick Connect Cable and Bollard Barrier Systems: -One cable barrier 40'long. -One cable barrier 48'long. -Ratcheting bollard for each barrier shall be installed behind curbing of existing roadway and one side will be installed beyond a current side walk. -Both cables should connect to the same end support bollard. -Systems should be easily operable by one person within 3-4 minutes. -Cables shall be reusable, all weather capable, and UV protected. -The barrier system shall be crash tested to a minimum ASTM PU40 standard, capable of stopping a 5,070 pound vehicle at 40 miles per hour. -Installation, at a minimum, should go to the frost depth of 42 quote mark below grade. -Installation shall be completed prior to 31 Oct 14. A minimum of two weeks prior to installation, the contractor shall contact Rock Island Arsenal Public Works to obtain utility locates.
