- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority Section 4202 of the Clinger-Cohen Act of 1996 as implemented by FAR 13.501(a), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Special Forces Command Central (SOCCENT), 7561 Blackbird St, Bldg. 1043, Tampa, FL 33621, requires the repair of two (2) TACLANE-GigE (KG-175A) Encryption - Decryption Devices, Serial Nos. 1124 and 1469. The 6th Contracting Squadron intends to make an award to General Dynamics, 77 "A" Street, Needham, MA 02494. Interested parties may e-mail leyla.campbell@us.af.mil, not later than 12 August 2014 by 2:00 PM EST. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) SOCCENT requires the repair of two (2) TACLANE-GigE (KG-175A) Encryption - Decryption Devices, Serial Nos. 1124 and 1469, currently on loan from HQ USSOCOM. These devices provide secure network communications capability for mission requirements. They are in tamper condition and the tamper CIKs have been destroyed. SOCCENT received notification from the National Security Agency (NSA) TACLANE Program Manager stating the devices needing repaired are COMSEC accountable items and can only be repaired by General Dynamics. General Dynamics is the sole manufacturer of the TACLANE-GigE (KG-175A) Encryption - Decryption Devices, and the NSA's manufacturer and repair facility. The cost to replace this equipment is not expected to be recovered through competition. Replacement cost is estimated at $18,950.00 (or higher).
