STATUTORY AUTHORITY: FAR 13.106-1(b) states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source to be reasonably available. 1 I determine only one source to be reasonably available based one of the following circumstances: 1 Only one responsible source and no other supplies or services will satisfy Agency requirements. 0 Unusual and compelling urgency. 0 Authorized or required by statute (38 USC 8123) If approved, the JUSTIFICATION MUST be posted to FBO for all procurements above $25k. 7. Provide a brief statement explaining your determination why the nature of the goods or service to be purchased is relatively noncompetitive and the urgency of the proposed purchase. Tecniplast Green Line Seal Safe mouse caging system is the only system compatible with the (3) blower units currently installed at the facility, and all components of our three other Green Line systems are interchangeable (Cages/Hoses/Bottles/Sleeves/Blowers). It is also the smallest, lightest, mobile system with the best ergonomics and offers the highest protection against animal and bedding allergen exposure. It is lightweight, easily moved from room to room, and interchangeable with any of our current blower units. Given the limited number of animal rooms, these systems provide for maximum housing in each room, therefore providing the most efficient use of space available. Due to the cost (70K) of installed Techniplast products, the procurement of a "non-compatible" like or equal item is not fiscally sound. 8. Dollar Value of proposed purchase and past experience concerning vendor's prices. The total value of this procurement is $25,124.97. Limited market research revealed that pricing is within industry standard. Only 1 previous action reported in FPDS ($66,377.00). Prior PO's: 603-D24006 $56,263.36, 603-D34008 $12,684.77 9.
