Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), Environmental Public Health Tracking Program (EHTP), intends to negotiate a sole source purchase order to John Hopkins Bloomberg School of Public Health, 615 N. Wolfe St. Baltimore MD, 21205 that is supported by a Sole Source Justification and Approval. The Centers for Disease Control and Prevention (CDC), Environmental Public Health Tracking Program (EHTP), has a requirement for "Future and Emerging Strategies in Environmental Public Health Tracking." Draft Scope of Work Section 1 - Background In September 2000, the Pew Environmental Health Commission issued a report stating that public health agencies lacked capacity to evaluate and conduct key investigations into the status of the health of their environment. The commission reported that the environmental public health system in the United States was fragmented and ineffective and recommended that agencies improve their capacity to evaluate community exposures and conduct investigations. The report called for the establishment of an environmental public health tracking network (Tracking Network) that comprised of 5 key components: 1. National baseline tracking network for diseases and exposures; 2. Nationwide early warning system for critical environmental health threats; 3. State pilot tracking programs to test diseases, exposures and approaches for national tracking; 4. Federal investigative response capability; and 5. Tracking links to communities and research. In 2002, Congress appropriated funds to the Centers for Disease Control and Prevention (CDC) to develop this network under the guidance of the National Environmental Public Health Tracking Program (Tracking Program). Through collaborations with federal, state, local, and academic partners, the Tracking Program developed a vision and strategic plan for implementing the recommendations from the Pew Commission, conducted pilot linkage projects, identified priorities, and expanded the expert and technical infrastructure to integrate, analyze, and disseminate data and information on health, exposures, and environmental hazards. From 2002-2006, CDC and partners conducted proof of concept and pilot projects which laid the foundation for the Tracking Network. In 2009, the Tracking Program launched the National Environmental Public Health Tracking Network (Tracking Network), a Web-based, distributed surveillance system of secure and public portals at federal, state, and local levels (http://www.cdc.gov/nceh/tracking/). Since then, the CDC Tracking Program has continued to work with federal, state, and local public health partners to expand content, functionality, and capabilities of the Tracking Network to address environmental public health issue at all levels. Section 2 - Purpose The goal of the project is to re-engage a distinguished panel of expert and national public health stakeholders to assess the current state of environmental public health tracking and recommend strategies to guide its future direction, including a reassessment of gaps in the data, and emerging indicators for the Tracking Network, address system usability and redundancies, identify criteria for tools, methods and project development and identify communication and partnership opportunities. Section 3 - Scope of Work The project will establish an expert panel similar to the Pew Environmental Health Commission that issued the September 2000 Report. This panel will assess the current state of environmental public health tracking and provide strategies to guide its future, including key emerging indicators. The proceedings and recommendations made by the panel will be captured in a document and presented to the Tracking Program. Period of Performance: Twelve (12) months ********** This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source and is supported by a sole source justification and approval under the authority of FAR 13.106-1(b) (Simplified Acquisition Procedures (SAP)) and 10 U.S.C. 2304(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, prior to an award of a federal contract. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), a purchase order will be issued to John Hopkins Bloomberg School of Public Health as the only source.
