- THIS IS NOT A REQUEST FOR QUOTATIONS. This is a notice of intent to award a sole source Firm Fixed-Price Contract. The Food and Drug Administration's Office of Acquisition and Grant Services intends to issue a sole source award to Affimetrix of Santa Clara, CA for the purchase of Affymetrix SEECA Array Chips, Item #520628, including shipping, Qty. of 192 each. Functional Specifications include: a. The offeror must have a manufacturing facility that houses custom FDA-owned equipment utilized to manufacture the custom array products. b. The equipment must be compatible with Affymetrix's unique photolithography manufacturing process. c. The chips (microarrays) must be miniaturized cartridges that house small (approximately 1 inch x 1 inch) reprivatized glass surfaces that serves as a support for the many unique DNA features that are arranged on the surface in matrix (or arrayed). d. Each microarray surface must be capable of containing millions of unique strands of DNA (or features). e. The custom array must represent the genome content of the enteric pathogens E. coli and Salmonlla enterica to be used as a tool to study the genomic content and evolution of these two important pathogenic species. f. The array must contain genomic elements that are unique to E. coli and Salmonella enterica. g. The development and manufacturing of customized must use the same technology used by Intel to manufacture computer microchips, technology referred to as photolithography. h. The cartridges used to house these DNA-arrayed surfaces must be designed to integrate with the Affymetrix GeneChip 3000 Microarry System. The NAICSs code for this requirement is 334516 Analytical Laboratory Instrument Manufacturing. This notice of intent is not a request for competitive proposals. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 253(c)(1), FAR 6.302-1(a)(2). The estimated dollar value for this action is not to exceed $52,000. The projected award date is August 5, 2014. Interested parties may submit a capability statement by August 1, 2014, 4:30 pm EST for considerations by the agency.
