Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), National Institute of Occupational Safety and Health (NIOSH), intends to negotiate a sole source purchase order to University of Mass. Environmental School of Health, 3 Solomont Way, Ste. 1, Lowell, MA 01854 that is supported by a Sole Source Justification and Approval. The Centers for Disease Control and Prevention (CDC), National Institute of Occupational Safety and Health (NIOSH), has a requirement for "Incorporate Tier 1 & 2 Methods for Evaluating Occupational Exposure Compliance into Guidance Documents and Document Reviews." Draft Scope of Work SECTION 1 - BACKGROUND The Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Division of Applied Research (DART) requires statistical and technical assistance and expertise in development of a statistically-based exposure compliance sampling methods for use in occupational hygiene and exposure assessment. CDC's mission is to promote health and quality of life by preventing and controlling disease, injury and disability. NIOSH provides national and world leadership to prevent work-related illness, injury, disability, and death by gathering information, conducting scientific research, and translating the knowledge gained into products and services. NIOSH is developing new occupational exposure statistically-based sampling strategy and exposure decision-making guidance for the occupation hygiene and exposure assessment community. Stakeholders include practitioners, regulatory bodies such as OSHA, DOD, DOE, DHS, and EPA, and academic programs. NIOSH previously developed guidance on the design of worker exposure monitoring strategies and data analysis methods to permit compliance decisions about the acceptability of exposure levels when compared to occupational exposure limits (OELs) in 1977. An occupational exposure sampling strategy is designed to meet one or more performance objectives, such as specify the number of workers and time periods to sample for a health study or determine acceptability of exposure levels for a set of workers in comparison to an OEL. Typically an exposure sampling strategy consists of: (i) a prioritization scheme to select exposures for measurement or estimation, (ii) criteria for selection of workers, jobs, tasks, and time periods for sampling, (iii) methods to evaluate appropriateness of statistical assumptions depending on the sampling strategy performance objective, (iv) methods for analyzing exposure data to produce relevant exposure metrics, and (v) methods for making evidence-based statistical inferences or decisions through data evaluation. Ideally, the strategy will meet the desired exposure assessment objectives efficiently, requiring the least expenditure of resources, and provide direction for selection of effective exposure controls and prevention methods. Since 1977, knowledge about issues relevant to statistically-based exposure sampling strategies has increased greatly. Recent exposure assessment science advancements have demonstrated some of the statistical flaws in the previous guidance and provide the scientific rationale for developing new guidance. A key component of a new strategy is evaluation of the performance of different compliance sampling strategies. SECTION 2 - PURPOSE The purpose of this procurement is to obtain expert scientific research services in the area of statistically based exposure compliance sampling strategies for occupational hygiene. Tier 1 & 2 sampling strategy methods for evaluating occupational exposure compliance will be developed and incorporated into sampling strategy guidance The statistical performance of different compliance strategies will be evaluated and interpreted to develop recommendations for occupational hygienists. Compliance guidance documents will be developed and reviewed. The results of this research work will inform recommendations made by NIOSH for occupational exposure compliance sampling strategies. SECTION 3 - SCOPE OF WORK The scope of this work includes the incorporation of multiple methods for determining the health risk of worker exposures to hazardous agents into a framework for evaluating worker health risk and compliance of worker exposures with occupational exposure limits. Period of Performance: Twelve (12) months ********** This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source and is supported by a sole source justification and approval under the authority of FAR 13.106-1(b) (Simplified Acquisition Procedures (SAP)) and 10 U.S.C. 2304(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, prior to an award of a federal contract. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), a purchase order will be issued to University of Mass. Environmental School of Health as the only source.
