- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74, Effective 01 July 2014 and Defense Federal Acquisition Regulation Supplement (DFARS), current to DPN 20140624(Effective 24 June 2014) Edition. This solicitation is being issued as a Request for Quotation (RFQ) under Solicitation Number W9124R-14-T-0161. This requirement will be 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 326299 with a size standard of 500 employees. All responding vendors must be actively registered with the System for Award Management (SAM) prior to award of contract. Information to register in SAM can be found at https://www.sam.gov/portal/public/SAM. All responding vendors must submit their Registration and Representations and Certification with their quote. The USAYPG, Yuma, Arizona is requesting quotes for 150g Weather Balloons, 350g Weather Balloons, and 600g Weather Balloons Brand Name or Equal pursuant to FAR 52.211-6. See Attachments for CLIN Structure and detailed minimum specifications. The manufacturer of the Brand Name items being solicited is Kaymont Consolidated Industries, Inc., 450 Commack Rd., Deer Park NY, 11729-4514. Offerors proposing to furnish other than the brand name items that are being solicited shall provide sufficient technical literature to enable the Government to determine that the proposed items meet or exceed all the minimum specifications of the brand name items being solicited (Reference FAR 52.211-6). It is anticipated that a Firm Fixed Price (FFP) five-year Indefinite Delivery-Indefinite Quantity (IDIQ) contract is proposed for this effort. The Government's obligation to purchase is limited to the minimum guarantee of 3,450 each 150g Weather Balloons, 200 each 350g Weather Balloons, and 50 each 600g Weather Balloons with a maximum of 4,600 each Weather Balloons, 400 each 350g Weather Balloons, and 100 each 600g Weather Balloons each year over this five year period. Award will be made on a Lowest Price/Technically Acceptable (LPTA) basis. Offerors must provide the Unit Price, Total Price, and Total Extended Price for all Contract Line Item Numbers (CLINs). Quotes shall conform to the Contract Line Item Number (CLIN) Structure identified in Attachment 1. Payment will be made through Wide Area Work Flow (WAWF). Offerors shall account for any costs associated with accepting payment. Shipping and taxes (if applicable) shall be incorporated into your proposed price. Delivery shall be made to United States Army Yuma Proving Ground (USAYPG), AZ 85365-9498 with FOB Destination. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. Vendors must provide technical literature to show that their proposed items meet or exceed the minimum specifications. All quotes are due by 28 August 2014 12:00 PM Noon MST. All inquiries shall be clearly marked with solicitation W9124R-14-T-0161 and sent by email or by facsimile to 928-328-6849. As a minimum, offerors shall include with their signed quotation the following information: (1) Company name, address, Dun & Bradstreet Data Universal Numbering System (DUNS) number, and Tax Identification Number (TIN); (2) POC with telephone and facsimile numbers and email address; (3) Proposed price, Arizona vendors are to include the Arizona Transaction Privilege Tax; and (5) Acknowledgment of Solicitation Amendments. Offerors that fail to furnish required representation or technical information as required by FAR provisions 52.212-1 or reject the terms and conditions of this solicitation may be excluded from consideration.
