- Notice of Intent The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with ILX Lightwave Corporation, Inc. located at 31950 East Frontage Rd. Bozeman, MT 59715 to purchase Laser Diode Current Drivers for an existing NIST owned HHL-185 quantum-cascade distributed feedback lasers (QC-DFB), manufactured by Alpes Lasers. The Material Measurement Laboratory's Chemical Sciences Division has one project involving the development of an optical sensor for 14-C radiocarbon dioxide detection. In order to fully develop this mid-infrared optical sensor, upgraded diodes for this laser must be acquired. Sole Source justification is based on the following: It has been identified that only ILX Lightwave is the only company that manufactures a voltage laser diode current driver and voltage laser diode thermoelectric temperature controller that are compatible with the NIST owned QC-DFL, manufactured by Alpes Lasers. ILX Lightwave is the sole manufacturer and distributor of this item. The resulting purchase order will result in a Firm Fixed Price order. The NAICS Code is 334516 with a size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by August 7, 2014, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
