Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Isotech North America for the purchase of two MicroK-70 precision AC resistance thermometer bridges and an automated resistance bridge calibrator under other than full and open competition by the authority of FAR subpart 13.106(1)(b). NIST has a requirement for two Isotech MicroK 70 precision AC resistance thermometer bridges, which are needed to measure voltage and resistance with an uncertainty of 0.07 ppm or better, as well as providing graphical analysis, data logging, and USB interface capabilities. These bridges are needed to phase out use of ASL F18 and F17 model bridges (and an associated voltmeter) which NIST currently relies on for calibration and research measurements. NIST also has a requirement for an automated resistance bridge calibrator (RBC), which will replace manual RBC units. NIST relies on RBC units to maintain calibration for its own resistance bridges, and to supply bridge calibration services to customers. The required RBC units include software that automatically controls the measurements of a 4 base resistor Hamon network; provide 70 different resistances for measurement, including 35 possible compliment combinations via a PC through the USB; and be capable of testing both AC and DC bridges. The included software must perform measurement analysis to calculate error/uncertainty/linearity, and display graphical and data table results. The NIST Standard Platinum Resistance Thermometer (SPRT) lab has been exclusively tailored for the use of AC bridges. While it is possible to use a DC bridge for temperature measurements, DC bridges are current comparator based. The lab is not compatible with DC-based systems in its present configuration. Using a DC bridge in the NIST SPRT Calibration Laboratory would require major lab modifications. Isotech is the only contractor that can provide the required Isotech MicroK-70 Precision AC resistance thermometer bridges and automated resistance bridge calibrator. The technology is proprietary, and there are no authorized distributors. Therefore, Isotech is uniquely qualified to provide the required Isotech MicroK-70 precision AC resistance thermometer bridges and automated resistance bridge calibrator. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in August, 2014. The North American Industry Classification System (NAICS) code for this acquisition is 334515, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on August 7, 2014. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
