Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written Request for Quotation will not be issued. The Request for Quotation (RFQ) number is N00189-14-Q-CAST and this solicitation is being issued as Simplified Acquisition Request for Quotation (RFQ). This procurement is being conducted as a commercial items acquisition in accordance with FAR Part 12.6 and 13. This Request for Quotation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74,Effective 01 Jul 2014. This Request for Quotation is set aside exclusively for Economically Disadvantaged Women Owned Small Business Concerns (EDWOSBs). The associated NAICS code and small business size standard for this RFQ are 512110 and $32.5Million, respectively. NAVSUP Fleet Logistics Center (NFLC) Norfolk Contracting Department, Philadelphia Office intends to acquire on a 100% EDWOSB set aside basis casting services for the production of a Navy Suicide Awareness training video. The resultant training video to be produced by the Department of the Navy, Bureau of Medicine and Surgery Visual Information Directorate is for all Navy military personnel to raise awareness to the risk of suicide and will be posted on social media outlets, distributed Navy wide and shown on the Pentagon channel. The Pentagon Channel is considered Basic Cable. Live casting sessions are required. No recorded/long distance auditions are permitted. The Live Casting session shall not exceed two (2) full days to identify the appropriate actors. Casting calls must be held in the Greater Washington, DC area. The resultant Contractor shall provide a location for the casting calls and coordinate all necessary logistics to ensure the actors arrive in a timely manner for casting. The BUMED Visual Information Directorate Producers will travel to the casting location in the greater Washington, DC area and will provide cameras and cameramen to record the auditions. Upon completion of casting, the pre-fit for each action shall not exceed two (2) half days (up to 4 hours for each day). The fitting location will be in the greater DC area where actors must travel to. It will most likely be at the Walter Reed National Military Medical Center in Bethesda. The BUMED VI Producer will coordinate with talent to schedule and be present during the fitting along with BUMED subject matter expert. All Contractor casted talent must have a valid ID to access the base. Each actor playing a military member must have good military bearing military haircut, no facial hair, military hair style (females) and neutral nail polish (females). This service must be provided by the Contractor prior to filming dates. Written guidance on military appearance will be provided by BUMED VIA and shall be adhered to by the contractor. Actors hired under the 3-5 day rates can work up to five (5) days, 8 hours per day, without incurring additional pay. Each actor can work 8 hours per day. Overtime will not be granted nor authorized. The actors work day begins at the time of the first call and ends when they are free and able to return home. A consecutive 12 hour rest period is required between the time of dismissal on one day and the time of first call on the next day. CHARACTER INFORMATION: The Contractor shall cast and furnish a total of 12 SAG actors for multiple days. The precise breakdown of the characters and ranks is provided as Attachment 1. Characters and ranks are subject to change prior to the casting session. All filming will be conducted by the BUMED Visual Information Directorate Producers within the greater Washington, DC area (not to exceed a 50 mile radius from the Washington Monument). Filming is anticipated to encompass two weeks and shall be completed not later than 30 days after the date of contract award. The number of filming dates per actor is provided via Attachment I. Award of a Firm Fixed Price Simplified Acquisition Purchase Order is anticipated on or about 25 July 2014. The period of performance will encompass not more than 30 days from date of contract award. No option periods beyond the one-year Base performance period are included or required. The quoter is to price the following Contract Line Item (CLIN) requirements for the one-year Base Period of performance: CLIN 0001 “ 1 LOT: Casting Services for the Department of the Navy, Bureau of Medicine and Surgery ™s production of a Navy Suicide Awareness training video. CLIN 0002 “ 1 LOT: Character Acting Services for the Department of the Navy, Bureau of Medicine and Surgery ™s production of a Navy Suicide Awareness training video. Inspection and Acceptance shall be performed at destination by the receiving activity, BUMED Visual Information Directorate. After completion and approval of services by BUMED VI, the Contractor shall submit its invoice for services rendered electronically through Wide Area Workflow (WAWF)-Receipt and Acceptance. The Contractor will have to self register at the website http://wawf.eb.mil and submit the invoice on-line. The following Federal Acquisition Regulation (FAR) provision and clauses apply to the procurement and are incorporated by reference: FAR 52.212-1 Instructions to Offerors- Commercial Items; FAR 52.212-3 Offeror Representations and Certifications, FAR 52.212-4 Contract Terms and Conditions “Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items: paragraphs (b) (28), (29), (30), (31), (33), and (50). The FAR provision at 52.212-2, Evaluation -- Commercial Items applies. Award will be made on the basis of price alone. The Government intends to make a single award to the eligible, responsible offeror whose total offer on all items is the lowest priced. At a minimum, the quoter shall provide NFLC Norfolk Contracting Department, Philadelphia Office with the following: a price quote on letterhead for the requested services with CLIN unit pricing, extended CLIN total amount, prompt payment terms, remittance address, and completed copies of FAR provisions 52.212-3 and DFARS 252.212-7000 unless otherwise completed online within ORCA as available at the System for Award Management website. FAR clauses and provisions are available online at http://farsite.hill.af.mil/vffara.htm. Vendor quotes shall be sent electronically via email to the attention of Mary Mezzatesta at mary.mezzatesta@navy.mil no later than 11:00am (local time/Philadelphia, PA) on Friday, 25 August 2014.
