- Pre-Proposal Conference Notice July 24, 2014 - Notice of Preproposal Conference FAR Subpart 15.201 - Exchanges with industry before receipt of proposals Notice of Pre-Proposal Conference A Pre-Proposal Conference shall be held to exchange information among all interested parties. Interested parties include potential Offerors, end users, Government acquisition and supporting personnel, and others involved in the conduct or outcome of the subject acquisition. (1) Time, date, place, nature, and purpose of the conference: 1:00 - 3:00 p.m., EST, August 5, 2014, US Department of Commerce - Herbert C. Hoover Building, 1401 Constitution Avenue, NW, Washington, DC. Please enter the building from 12th Street and you will be escorted to the meeting room. The purpose of the Pre-Proposal Conference is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential Offerors to judge whether or how they can satisfy the Government's requirements, to enhance the Government's ability to obtain the services detailed in the Solicitation at reasonable prices, and to increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. (2) All Interested Parties planning to attend the Pre-Proposal Conference shall submit his or her name, address, and contact information (include cell phone numbers) to the Contracting Officer not later than 11:00 a.m., Friday, August 1, 2014. It is requested that an Interested Party that is also a potential Offeror (i.e., a corporation, partnership, joint venture, firm, or other entity) limit attendance to not more than three (3) people (space is limited). (3) Government personnel will attend the conference. (4) The Contracting Officer, or a designated representative, shall conduct the pre-proposal conference. Any materials distributed at the Pre-Proposal Conference will be made available to all potential Offerors, upon request. (5) Pre-proposal attendees are advised that remarks and explanations at the conference shall not qualify the terms of the Solicitation. The terms of the solicitation and specifications remain unchanged unless the Solicitation is amended in writing.
