Description
INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to Tucker-Davis Technologies, Inc. for an electrophysiological data acquisition system without providing for full and open competition (including brand-name). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334519 with a Size Standard of 500 Employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-72 dated January 30,2014. This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold. STATUTORY AUTHORITY This acquisition is conducted under the authority of the authority of FAR Subpart 13.106-1. DESCRIPTION OF REQUIREMENT Purpose and Objectives The purpose of this requirement is acquisition of an electrophysiological data acquisition system to be used by the National Institute of Mental Health (NIMH) Section on Cognitive Neurophysiology and Imaging. This system is required to support the modern study of neural activity in the brain which often requires the simultaneous measurement of signal from multiple sites at the same time. Period of Performance Delivery shall be approximately 60 days after receipt of award. A firm fixed price purchase order is contemplated. Project Description The Contractor must be able to provide a system comparable to the Tucker-Davis Technoloiges RZ2 unit and RZ4 data streamer as follows: The system should be composed of the following components: Z-Series 8 DSP High Performance Processor, 10 mBit UDP Interface for RZ2, Optical PCI express Card for Optibit Interface, Z-Series 1-Port Data Streamer, DSP for RZ Processor for RS4 Streamer, Z-Series 128-Channel Neuro-Digitizing Premp, 32-Channel ZIF-Clip Headstage. The system should be composed of the following components: RZ2-8, RZ-UDP-20, PO5e, RS4-1, RZ_DSP_S, PZ5-128, ZC32. The system should have very large date streaming capacities, provide noise cancelling optical coupling crucial for an MR environment, fully programmable, and utilize hardware comparable to the Tucker-Davis Technologies system. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, only Tucker-Davis Technologies, Inc. (Tucker-Davis) is capable of meeting the needs of this requirement due to the compatibility with current data acquisition systems already located at the NIMH Section on Cognitive Neurophysiology and Imaging. The data streaming system must be able to handle the real-time recording of the data. The Tucker Davis Technology (TDT) system is perfectly suited for our need. This system is composed of an RZ2 unit and an RZ4 data streamer. The RZ2 unit is composed of eight fully programmable digital signal processors connected via high speed busses that work in tandem to provide real time data acquisition, signal processing, and/or signal generation using a powerful parallel architecture. The RZ4 unit offloads the computationally intensive tasks of streaming and saving data from the digital signal processors of the RZ2, allowing them to focus solely on data acquisition at very high sampling rates. The TDT system has several features that are not comparable to other data acquisition systems. First, it has the capacity to stream more than 100 channels simultaneously at rates up to 50 kHz, permitting offline spike extraction and evaluation of high frequency local field potential components. Second, the optical coupling of the TDT system permits the complete separation of the ground circuit between the animal and the building ground. This relatively new technology, which is absent in most systems, allows one to avoid ground loops, which is the bane of neurophysiologists. Third, the TDT system is fully programmable allowing complete control of the real-time data acquisition pipeline without costly and time-consuming physical modifications. This point is particularly important because demanding, TDT-specific data acquisition protocols have already been developed and implemented by many labs at the NIMH, allowing for quick start-up and easy transition between researchers. Finally, TDT fits naturally with the Omnetics connectors of the MRI-compatible NeuroNexus probes that we are presently using in our studies. These advantages of the TDT system will permit the simultaneous recording for multiple, multicontact electrodes to evaluate laminar interaction in the local field currents between distant cortical sites. Tucker Davis Techonologies is the only company that can provide a customized, fully programmable, parallel processing architecture in combination with modifications that are compatible with our current use of omnetics connectors and Neuronexus probes. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
