- Part Number List The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with Raytheon Company, Marlborough, MA (CAGE Code: 7Y193) for long lead spare parts to be used in the maintenance and repair of the existing AN/TPN-31(V) Air Traffic Navigation Integration and Coordination System (ATNAVICS) Radar System. The AN/TPN-31(V) ATNAVICS Radar System provides radar surveillance and air traffic control services to military and commercial aircraft in various Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. This procurement is in support of the NAWC-AD Air Traffic Control Systems Division, Marine Corps Systems, Code 4.5.8.4 at St. Inigoes, Maryland. The resulting contract action is anticipated to be a three year fixed price Indefinite Delivery Indefinite Quantity contract for the spare parts in Addendum 1 - Spare Parts/Component List (ATNAVICS). The Government intends to procure the above requirements in accordance with the statutory authority permitting Other than Full and Open Competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements. Raytheon Company is the developer, integrator and Original Equipment Manufacturer and only distributor of the ATNAVICS system and spare parts for the AN/TPN-31(V) ATNAVICS Radar System. The Government does not own any data, drawings or other specifications to permit full and open competition for the spare parts required. As such, it is the only vendor capable of meeting the program requirements. This notice of intent is not a request for competitive proposals. This notice is for information purposes only. All responsible sources may submit a capability statement or proposal that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
