SOURCES SOUGHT NOTICE TEMPLATE Solicitation Number: HHS-NIH-NIDA-SSSA- SBSS-FY-14-493 Title: NCS\2172 Conference Room Upgrade Classification Code: 59 NAICS Code: 238210 Description: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. BACKGROUND The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Institute of Neurological Disorders and Stroke (NINDS) Division of Intramural Research, is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. The NSC/2172 conference room was last modified in January of 2011. The current state of the conference room uses analog audio and standard definition video technology. The current A/V system consists of an equipment control system (AMX ), room speakers, room microphones (wired: Revolabs, wireless: Revolabs ), room computer, projector (NEC MT1065), video conferencing codec (Tandberg 3000MXP), room cameras (Sony PSC-C300), room audio conferencing system (Polycom Vortex) and conference table cable cubbies (Extron Cable Cubby 600). STATEMENT OF OBJECTIVE The purpose of this upgrade is to modify the current conference room equipment from an outdated analog A/V system to an up-to-date digital A/V system. STATEMENT OF WORK With this digital upgrade, we will be upgrading video from standard definition (SD) to high definition (HD). The upgrade will also introduce new microphones to address audio reinforcement issues. A new DSP will be introduced to address audio reinforcement support as well as provide the correct parameters for the microphone and speaker audio levels. This upgrade will also introduce a new control system, a new video conferencing codec and other equipment to bring the system up to date The proposed upgraded A/V system should be designed and installed to meet the below requirements. Upgrade/Installation Implementation of the following aspects of the A/V system, in accordance with the overall upgraded A/V system design. • HD Video and Controller o Install new digital video switcher. Upgrade all wiring to take advantage of the upgraded digital functionality. Where possible, convert analog video to digital video to take advantage of high definition video output to all HD sources.  All inputs should be selectable and routable to all outputs o Where upgrading from SD video equipment to HD video equipment is not planned, run appropriate wiring to address the issue when SD equipment is replaced with HD equipment. • Microphones o Table Microphones  Wired microphones at each seat location. Minimal wiring should be viewable from the table and cable management should be handled under the table. o Lapels  Remedy issue of current lapel microphones only picking up voice in a limited directional field o Podium Microphone  Add microphone at podium • Audio o Reinforce conference room table audio o Reinforce podium audio o Reinforce lapel microphones • Projector o Native 1080P resolution o Multiple HDMI inputs o RS232 control port • Projection Screen o In ceiling design o Motorized o 114" to 130" • Cable Cubby HDMI addition o Add HDMI inputs to the existing table cable cubbies • Lectern o Replace current lectern with new lectern o New lectern should accommodate all equipment in old lectern as well as any new equipment to meet upgrade requirements • Video Conferencing Equipment o Upgrade current VTC unit to a current model with HD video and multi-site compatibility Anticipated period of performance: September 1, 2014 through December 31, 2014 Other important considerations: Site Visit Each contractor must attend the site visit (pre-scheduled) to be able to submit a proposal for this requirement. The purpose of the site visit is to review the current conference room setup and A/V system to determine how to upgrade the room to meet the new requirements set forth in this SOW. Times and dates will be provided and each contractor shall contact the designated point of contact to set up a time to view the conference room. Capability statement /information sought. The respondent response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit. The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically (facsimile responses are NOT accepted) to: Brian J.
