- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Physical Measurement Laboratory (PML), intends to negotiate with Hexagon Metrology Inc.; North Kingstown, RI, on a sole source basis under the authority of FAR Subpart 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements, to procure a replacement probe head and magnetic valve for automatic probe changing and in depth analysis of X, Y, and Z axes signals on a coordinate measuring machine. The Dimensional Metrology group within PML provides calibrations using a Coordinate Measuring Machine (CMM). This CMM is currently inoperable and is paramount to provide accurate, timely calibrations. NIST requires a replacement of the probe head and magnetic valve for automatic probe changing and in-depth analysis of X, Y and Z axes signal for optimal performance. This requires authorized and trained service engineers to replace the probe head, inspect/test the machine controller and ensure all voltage outputs are within spec limits. The service will include electronic adjustments of boards in the machine controller, replace components if needed, and update firmware if needed. Hexagon Metrology is the original equipment manufacturer and they are the only company authorized to provide the replacement and service. The NAICS Code is 811219- Other Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $19.0 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Hexagon Metrology Inc. for this requirement in the 4th quarter of fiscal year 2014. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. All responses to this notice of intent must be submitted so that they are received at eric.bubar@nist.gov no later than August 1, 2014 at 5:00 pm.
