- Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through FBO. The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island has a requirement for services to maintain and repair the Ling Dynamic Systems Vibration System Model # V984 in support of the Survivability Assessment Team. The Statement of Work, to be provided with the RFQ, will describe the equipment to maintain and repair located at NUWCDIVNPT. A base year and four (4) one year options will be included. A firm fixed price type purchase order is anticipated. NAICS Code 811219, Size Standard is $19M. This requirement is 100% small business set aside. The NUWCDIVNPT Office for Small Business Programs concurs with the set-aside or unrestricted determination. Per the solicitation, site visits will be available to allow examination of the LING V984 Vibration System for bidding purposes. The contractor shall provide verbal or written estimates prior to performing the work to ensure the yearly allotted amount of the contract is not exceeded. Further details will be provided in Solicitation #N66604-14-Q-2632, which is anticipated to be released on or about 07/29/14. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, past performance, and price. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Required period of performance 5 yrs. ARO, F.O.B.
