- The U.S. Army Corps of Engineers, Engineering Research and Development Center, Contracting Office intends to solicit and award on a sole source basis under the authority of FAR 13.500 to Geosensors Inc., of Toronto, Canada. The Contracting Officer has determined that only one source is reasonably available based on the specifications provided by the requiring office. This requirement is purchase Geosensors and field magnetic susceptibility spectrometers. A copy of the Sole Source Justification is as follows: SUBJECT: Sole Source Justification for Geosensors UTEMIS-MK3 Laboratory and Field Instruments 1. The Geotechnical Engineering and Geosciences Branch (GEGB), Geotechnical and Structures Laboratory (GSL), Engineer Research and Development Center (ERDC) have an existing requirement to collect frequency dependent soil magnetic susceptibility measurements both in the laboratory as well as in-situ. The GEGB have several laboratory instruments for the measurement of magnetic susceptibility, but none has the ability to measure more than a single frequency in a single measurement, which is a capability that GEGB requires both in the lab and the field. Dr. Gordon West at the University of Toronto designed the Electromagnetic Industrial Spectrometer laboratory instrument to measure frequency dependent magnetic susceptibility over a wide frequency range in a single measurement and licensed this only to Geosensors, who named the sensor UTEMIS. This sensor is unique and no other company has a comparable instrument. Purchase of these instruments is vital to the maintaining capabilities and mission readiness.
