- Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole-source contract to Process Software, LLC, 959 Concord Street, Framingham, MA 01701. The contract will acquire, on a sole source basis, the annual renewal of Software Upgrades and Technical Assistance for 482 Multinet licenses developed by Process Software, LLC. This software application is used on various hardware platforms deployed throughout the Defense Medical (DefMed) theater of operations. Technical assisance for problem resolution on the Multinet software will be rendered by the contractor in response to trouble calls placed by the Medical Health System (MHS) Help Desk. The contractor will also be responsible for current updates and upgrades to the Multinet software. Because they are the developer and owner of the unique Multinet software and all associated licensing rights, Process Software, LLC is the only source capable of furnishing the required Software Upgrades and Technical Assistance. A Commercial, Firm-Fixed-Price type contract is anticipated. The period of performance will be one base year and four option year periods. The estimated value of this contract is $1,850,000. The authority for soliciting other than full and open competition is 10 USC 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 511210, with an applicable size standard of $38.5 million. This notice of intent is NOT a request for competitive proposals. Any response to this notice is due in writing within ten (10) days of the date of this publication, and shall include sufficient information to establish capability to fulfill the requirements.
