- List of Items The U.S. Department of Justice, Federal Bureau of Investigation (FBI), intends to award a purchase order, negotiated on a sole source basis, to: Toner Cable Equipment, Inc. (TCE), 969 Horsham Road, Horsham, PA 19044, for TCE's cable equipment. For the list of items, please refer to the attached file. The FBI's Los Angeles Field Office (LAFO), Long Beach, and Ventura Residence Agencies (RAs) must transition to digital cable modem for its cable infrastructure to maintain the cable service from Time Warner Cable (TWC). TWC is transitioning its forecasting to "all digital format" and it is the only cable service provider in this area. The current cable infrastructure is by Toner Cable Equipment, Inc. To use other products, the entire infrastructure would have to be replaced. Based on market research, the FBI has not identified additional sources capable of providing the required items. If the FBI does not identify any other capable sources by July 28, 2014, the FBI will proceed with the sole source order. This award is being processed under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1). Posting of this special notice is in accordance with FAR 5.102(a)(6). The North American Industry Classification System (NAICS) Code for this acquisition is 423610. This is not a request for competitive quotations. Any information received in response to this notice will be considered for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Interested parties that believe they can meet this requirement may submit, in writing, a response demonstrating their technical capabilities to respond to this office by 10:00 A.M. EST, Monday July 28, 2014, via email at sudha.bhardwaj@ic.fbi.gov. The response must include detailed technical information demonstrating the ability to meet the requirement. The response shall contain sufficient detail to permit agency analysis and confirm a company's capability to meet the requirement. Failure to submit documentation as required will result in the agency proceeding with the sole source award.
