- The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the NOAA Fisheries Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in accordance with the attached Request for Quotations (RFQ) EA133W-14-RQ-3597. The acquisition is to Maintain and curate the North Atlantic Right Whale Sightings Database (NARWSD). This requirement is expected to result in a single award Firm-Fixed-Price contract. The base period of performance of this Contract is expected to be August 1, 2014 through August 31, 2015. This is a 100% Small Business set-aside in accordance with FAR 52.219-6. The acquisition is being issued in accordance with FAR Part 12 and the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items. The applicable NAICS Code is 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), which has a corresponding size standard $16.5 million. The Award will be made to the quoter whose quote meets all Statement of Work (SOW) and solicitation requirements and is judged to be the best value, by an integrated assessment of price and other evaluation factors listed in the attached Request for Quote (RFQ). The anticipated award date is July 2014. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. All responsible sources may submit a quote, which shall be considered by the agency.
