Description
The National Institute of Allergy and Infectious Disease (NIAID) in support of the LIG Lab has requirement for a TA Instruments Isothermal Micro-calorimetry. This is a Brand name of Equal solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-75) date of June 24, 2014. The solicitation number for this acquisition is NIAID-NOI-14D- 1689788 and the solicitation is being issued as a Notice of Intent on a sole source basis. The TA Instruments Isothermal Micro-calorimetry is the only known source capable of providing the Nano-ITC instrument. This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The Lab intended to procure agreement for Nano ITC instrument to provide the program needs of our research to develop potential Anti-HIV compounds targeted at HIV-1 adhesion receptors. Isothermal microcalorimetry (ITC) measures protein-ligand interactions based on heat changes associated with the complex formations. As binding free energies remain the same irrespective of the ligand size, the heat change of a Siglec receptor binding to gp120 should be similar to the receptor binding to small carbohydrate compounds, and thus ITC would be a suitable binding platform for screening of small lectin receptor ligands. ITC technology has been used for cancer drug evaluations. NIAID core facility does not has a microcalorimetry instrument. Thus this request to purchase of a nano-ITC from TA instrument to facilitate the screen of carbohydrate inhibitors for HIV-1 infection. We require a NanoITC-LV (low volume) instrument which can address systems whose binding constants exceed the window of use for a low volume instrument. The customer will provide the following salient characteristics material/information: 1. Cell volume must not exceed 190 ul (microliter). 2) Cell Construction: 3) Minimum Detectable Heat < 0.05 j (microjoules): 4) Temperature Stability ±0.0002°C @ 25°C: 5). Low Level Noise < 1.4 nW (nanowatts): 6) Maximum Measurable Heat > 3,000 j: Allows the detection of large heats of reaction. 7) Baseline Stability. 8) Operating Temperature = 2 to 80 degrees Celsius. 9) Cell Response Time. 10) Cell Geometry must be cylindrical for symmetry of stirring. 11) The ITC syringe must be removable from between each test. This allows for easier cleaning and visual inspection to make sure syringe is free air bubbles which can compromise data quality. 12) Unlimited copies of the ITC analysis software must be available at no extra charge. Instruments which cannot actively heat and cool sample at same rate are not acceptable. This is a Brand Name solicitation in accordance with FAR, 52.211-6, 52.212-3, 52.22-4, 52.212-5. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-75, dared June 24, 2014. The North American Industry Classification System (NIACS) Code for this acquisition is 334516 which have a small-business size standard of 500 employees. This is a firm fixed-price contract and the FOB terms are "Destination" and Net 30. All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 5:00 P.M. Eastern Time on Thursday August 7, 2014.
