- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to buy a Solarix -70 Hybrid Fourier Transform Mass Spectrometry system (FTMS) with XR upgrade and ETD option manufactured by Bruker Daltonics, Inc. on a brand name only basis as prescribed in FAR 6.302-1(c)(1). Additionally, the items listed above include proprietary and patented components necessary to obtain high resolution mass spectrometry with maximum sensitivity that are unavailable from other companies. These include, the proprietary ParaCell ICR cell with patented SIDEKICK ion accumulation system for high detection efficiency, Hybrid Qh Front End supporting CASI for enrichment of low abundant species, and the smartbeam -II laser, with up to 2 kHz repetition rate with true-pixel image resolution at 20um. A full list of the Minimum Essential Characteristics are attached to this notice (follow the Additional Documentation link below). Therefore, the Bruker Daltonics, Inc. brand FTMS System is specifically required and is the only item that can satisfy the Government's requirement. As this is a brand name only requirement, only Bruker Daltonics, Inc. and its authorized resellers will be considered for award. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only.
