Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to BD Biosciences, San Jose, CA 95131, to provide a flow cytometer in support of research to examine the effects of administering FTY720 to non-human primates suffering from hemorrhagic shock at NAMRU-SA. The cytometer system must be able to measure the immune cells in non-human primate blood. The system must be able to add antibodies bound to different fluorophores to the blood sample to label all the immune cell types of interest with 14 different markers. The flow cytometer must separate the cells and quantify the amount of each immune cell type based on the antibody and fluorophore that is bound to the cell type. The flow cytometer required must have a blue, violet, and red laser, it must possess the highest level of sensitivity that is required as shown by the amount of power each laser has and have a 14 color detection system which minimizes the sample volume required and meets our requirements for the amount of detection needed. It must also detect the configuration of 5 colors for the blue laser, 3 colors for the red laser, 6 colors for the violet laser, it must have the ability to have an auto-sampler installed for high-throughput analysis and it must come with the FACSDIVA software previously used on current projects, thus ensuring replicability of the results between past, present, and future studies. The total estimated value of this requirement is $190,041.00. BD Biosciences is the only vendor that sells a flow cytometer that meets the requirements identified in the paragraph above. BD Biosciences' sells a flow cytometer with 14 color detection that contains the red (640nm), blue (488nm), and violet (405nm) lasers which have a laser power of 40mW, 50mW, and 50mW, which is needed to analyze at the levels of sensitivity NAMRU-SA requires for their research. There is a limited amount of fluorophore bound antibodies available to detect the immune cells needed, so it is required that the detection array is in configuration of 5 colors for the blue laser, 3 colors for the red laser, and 6 colors for the violet laser. Additionally, BD Biosciences is the only vendor that provides the required software with their flow cytometer. The data that has been gathered thus far for previous and current studies was analyzed using a flow cytometer with the FACSDIVA software. Thus, to ensure replicability of the data and to compare the data that will be collecting on the new flow cytometer with the current and previous work, consistency is required with the flow cytometer software used. The parameters and algorithms in the various flow cytometer software versions that are available can differ considerably. This would greatly impact the results collected from the old flow cytometer and the new flow cytometer when comparing the data collected between and within studies. This is especially important since different samples from the same project will be run on both flow cytometers to increase productivity. Therefore, to ensure reliability and replicability between past, present, and future studies, it's imperative to use the same FACSDIVA software that has been used in the studies to date. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 3:30 PM Eastern Time, 8 August 2014 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil and shall reference "N39467CYTOMETER" in the subject line.
