Description
INTRODUCTION THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute of Aging (NIA) intends to negotiate and award a contract for data analysis for Subclinical Vascular Disease and Change in Neurocognition in the Health Aging in Neighborhoods of Diversity across the Lifespan (HANDLS) Study currently being performed at the NIA. EXTENT OF COMPETITION This acquisition is being released on a full and open basis with no set-aside restrictions. The intended procurement is classified under NAICS code 541690 Other Scientific and Consulting Services with a Size Standard of $14.0 M. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74 dated July 1, 2014. This acquisition is conducted under the procedures as prescribed in FAR subpart 15-contracting by Negotiations at an amount not expected to exceed the simplified acquisition threshold ($150,000). DESCRIPTION OF REQUIREMENT Background The Intramural Research Program (IRP) of the National Institute on Aging (NIA) maintains a broad, multidisciplinary scientific program of Investigator-initiated research aimed at understanding the basis of aging, and the development of strategies to promote optimally healthy aging. The Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study examines age-related health disparities in overall health and specific problems, and concerns in representative residents of communities throughout Baltimore. The purpose of the study is to understand some of the diseases related to aging in African Americans and whites in Baltimore. Little is known about the connection between ageassociated cognitive change and the interaction between race and socioeconomic status. Risk factors for cardiovascular disease (CVD) such as high blood pressure also create risks for stroke and other changes in the brain that may yield premature declines in cognitive performance. Subclinical CVDs, such as atherosclerosis and arterial stiffening, are pre-cursors to clinical CVD that occur without overt symptoms, yet can confer as much, if not more, risk for cognitive decline than traditional CVD risk factors. Subclinical CVDs are more prominent among ethnic minorities and those living in poverty, and may be an important explanatory factor in disparities in cognitive functioning. Purpose and Objectives The purpose of the work requirement is to examine longitudinal changes in neurocognition as a function of disparities associated with socioeconomic and racial differences.The Objective is to achieve repeated assessments of neurocognitive performance in the ongoing Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study to address these issues. There are limited data in the literature on the connection between subclinical CVD, cognitive performance, and brain structure. Furthermore, it is unknown whether these measures are related with age, sex, race, or povet1y status, the four main design elements of HANDLS. Overall, we expect participants with greater subclinical vascular disease will have significantly accelerated cognitive decline and MRI-assessed subclinical brain pathology, and that these associations will be most pronounced among African Americans and persons living in poverty. Period of Performance The period of performance is anticipated for one base period from the date of the contract on September 15, 2014 through Septemeber 14, 2016. Project Description The contractor will conduct the work utilizing contractor resources and expertise necessary to analyze HANDLS data to examine longitudinal changes in neurocognition as a function of disparities associated with socioeconomic and racial differences. The contractor shall supply the expertise in Neurocognition, cardiovascular disease, behavioral medicine, longitudinal design, and statistical analyses to examine HANDLS data from waves 1-3. The contractor shall apply this expertise to identify the relevant outcome measures from HANDLS, implant covariates that might modify the outcome measures, and important classification measures on which the outcomes might differ with respect to health disparities in Neurocognition associated with assessments of cardiovascular function. The contractor shall prepare draft manuscripts and camera-ready figures and tables for publication submission by HANDLS investigators. CLOSING STATEMENT The solicitation will be issued on or about August 6, 2014 and bids or proposals will be tentatively due about 30 days after the solicitation release date.
