Description
1. Contracting Agency: USDA APHIS MRP-BS ASD 100 North 6th Street 5th Floor Minneapolis MN 55403 2. Description of Action: Purchase of bioMerieux TEMPO Microbiological Analyzer. 3. Description of Supplies/Services: bioMerieux Tempo System (W3300) 4. Authority Cited: 41 U.S.C 253 (c) (1), and FAR 6.302.1 5. Reason for Authority Cited: The system will provide microbiological testing of seven organisms, including Bacillus cereus enumeration on corn soy blend Plus (CSB+) products and is the only provider for such an instrument that will meet all GIPSA requirements; therefore, this is a sole-source purchase. As a result of the growing concern with products being produced for the PL480 program, the U.S. Agency for International Development has requested that the USDA FGIS analyze corn soy blend plus and other similar products for to assess quality and acceptance/rejection criteria for these products. Current methods will not support the needed testing of B. cereus to meet the rapid turn-around times. The instrument has a small footprint and can be placed in existing space without additional changes to the laboratory. The unit can perform testing of seven microorganisms with the use of AOAC-approved test cards, all performed in a similar manner in an automated format. The equipment reduces labor costs and eliminates technician and media variability. 6. Efforts to Obtain Competition: None. Only instrument currently on market that is fully automated for B. cereus testing, and can be placed in existing space. 7. Actions to Increase Competition: None 8. Market Survey: Laboratory personnel routinely attend scientific association meetings and are able to view and question the various vendors exhibiting to survey the market. 9. Any Other Facts: The TEMPO has been in operation at USDA FSIS laboratories, including two in place at the St. Louis laboratory (Branch Chief Mark Pratt). The instrumentation will be used in projects supporting the following GIPSA mission statements: • Harness technology to streamline grain inspection and weighing processes, and to provide objective measures of grain quality, quantity, and end-use value to increase the efficiency of U.S. grain marketing. • Enhance the uniformity of grain quantity and quality measurements to promote a more standardized framework for trade in the U.S. Grain marketing system. • Provide all segments of American agriculture with cost-effective and responsive official grain inspection and weighing services. • GIPSA's mission is to facilitate the marketing of grain and oilseeds for the benefit of U.S. agriculture. 10.
