Description
The United States Department of Transportation, Federal Railroad Administration (FRA), Office of Acquisition Services, under the authority of the Federal Acquisition Rules (FAR) Part 13, intends to issue a sole source purchase order to Rampart Supply of Colorado Springs, CO for two Lochinvar Crest Commercial Condensing Boilers (CCCB), two Condensate Neutralization Kits, and two Optional Voltage Kits. The justification is as follows. Under Executive Order 13423, FRA was directed to comply with goals and objectives applicable to High Performance Sustainable Buildings (HPSB). Accordingly, FRA is continuing the process of replacing and upgrading heating and cooling systems at FRA's Transportation Technology Center (TTC). In 2012, a CCCB boiler, determined to meet HPSB requirements, was installed in TTC's Operations building as part of the upgrade process and a service contract for that boiler was placed. Currently, FRA is replacing existing diesel boilers at TTC's Center Service Building. The diesel boiler model is over 35 years old and, at best, 50%-60% efficient. Use of a non-CCCB boiler model to replace the diesel boiler would be administratively burdensome and result in duplicative costs and effort. FRA would be unable to establish a coordinated, efficient, and consistent maintenance plan for upkeep of the boilers, potentially requiring multiple service contracts. Rampart Supply is the only authorized Lochinvar supplier in TTC's geographic area for the CCCB boiler. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
