STATEMENT OF WORK F - NATURAL RESOURCES MANAGEMENT - OTHER NATURAL RESOURCES AND CONSERVATION SERVICES NOTICE DATE: JULY 24, 2014 Notice Type: Pre-solicitation NAICS: 813312 - Environment, Conservation and Wildlife Organizations Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of the National Ocean Service Beaufort Lab, Beaufort, NC is soliciting a requirement for the development of Lionfish aggregating devices and Lionfish Research services, in accordance with the attached Statement of Work. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 813312, which has a corresponding size standard of average annual receipts of $14.0 million. The total period of performance for all work specified in the Statement of Work is 18 months ARO. Solicitation number EA-133C-14-RQ-0817 will be issued July 24, 2014 and will close July 29, 2014. Basis for Award The Government will issue a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations: Past experience, personnel qualifications and price. Minimum Qualifications: Personnel Qualifications Research Analyst I The Offeror shall have expertise in the following: •Bachelor's degree from four-year college or university, preferably in related field of study •Strong organizational and interpersonal skills; verbal and written communication skills •Well-developed research skills including the ability to extract and analyze relevant data to make sound judgments; •Excellent quantitative and analytical background with a record of high quality analytical work in the areas outlined in the Statement of Work. •Knowledge of advanced research techniques using electronic database research and Internet resources. CAR CLAUSE 1352.213-70 - EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Past Experience. The offerors past experience on related contracts of similar size, scope and complexity will be evaluated to determine, as appropriate, adequate experience of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. (2) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties. (3) Price. (End of clause) All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about August 8, 2014.
