- The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, a contract for the procurement of the installation and system upgrade for the Hawaii Visual Database (HIDB) on the AH-1W 2F170-3 Aircrew Procedures Trainer (APT) located at Marine Corp Air Station (MCAS) Kaneohe Bay, Hawaii. The effort will include technical support to install, integrate, tune, and test the HIDB on the 2F170-3 APT. In addition, labor to replace graphics cards, hard drives, and travel will be required. The upgrade will ensure that all the visual databases on the 2F170-3 operate at the fullness of their runtime capability. The 2F170-3 device was relocated to MCAS K-Bay in October 2013 and is utilized by Marine Squadron HMLA-367 for operational training and readiness. The current lack of a HIDB in the 2F170-3 APT prevents HMLA-367 from conducting simulator training required in and around their primary base of operation. HMLA-367 needs the HIDB capabilities as soon as possible. There are no other available solutions to update the existing Image Generation (IG) system for the HIDB. The 2F170-3 currently utilizes an Aechelon PC-NOVA version 5.5 license based IG system. Aechelon is the only vendor available to update the IG system to version 6.5 which is required to run the HIDB. Additionally, in order to fully utilize the HIDB in the runtime fidelity as it is intended requires opening each node or computer within the IGs and updating the device drivers, as well as the runtime and imaging scripts. This effort requires extensive knowledge of proprietary software, source code, and configuration files not available to anyone outside Aechelon. This synopsis is not a request for competitive proposals. It is a notice that outlines the Government ™s intent to contract on a sole source basis with Aechelon Technology Inc. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale via email to Eboné Neal, ebone.neal@navy.mil in an electronic format that is compatible with Word 2010, no later than 07 August 2014 at 1400 EST. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All information shall be furnished at no cost or obligation to the Government. No solicitation document is available. If conducted as a sole source procurement with Aechelon Technology Inc, no further synopsis will be provided.
