- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number W912LA-14-T-7016, Cables and Accessories for Outside Plant Project, is issued as a request for quotation (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-74, effective 1 July 2014. Award will be made without negotiation. 3. This acquisition is 100% set-aside for Small Businesses with the associated North American Industry Classification System (NAICS) code 335929; the Small Business Administration (SBA) size standard for this code is 1,000 employees or fewer. 4. The California Air National Guard (CA ANG) intends to purchase materiel as specified in the attached List of Material (LOM) in support of an outside plant project. All work is to be performed by Government personnel and, as a result, this is a solicitation for supplies only. No services will be rendered by under the resulting award. Award winner shall be responsible for providing all items listed within 45 days of award or as specified by the award winner's proposed delivery schedule. Place of delivery and FOB Destination is the CA ANG Cantonment Area of Moffett Federal Airfield, California, 94035. For purposes of estimation, respondents may use the local communities of Sunnyvale or Mountain View, California. Items listed on Attachment 1, List of Materials (LOM) have been categorized into one of the three categories outlined below. All justifications and approvals have been included with this solicitation (see Attachments 2 and 3). a. Items identified as quote mark BRAND NAME SPECIFIC quote mark are peculiar to one manufacturer IAW FAR 11.105; b. Items identified as quote mark BRAND NAME OR EQUAL quote mark indicate items where the Government will accept an equivalent or substitute item IAW FAR 11.104. The award winner shall be responsible for providing all documentation of the equivalency with their proposal and; c. Items identified as TECHNICALLY ACCEPTABLE do not convey the Government's preference for a particular brand name or feature, but are used to identify or clarify items that may aid respondents in preparing their responses. 5. Attachment 4 includes all provisions and clauses that apply to this acquisition. The full text is viewable at http://farsite.hill.af.mil. 6. The provision at 52.212-1, Instructions to Offerors-Commercial, does not apply to this acquisition. 7. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The evaluation criteria for this acquisition are: a. Price. b. Technical capability of the items offered to meet the Government's requirement. c. Contractor's delivery schedule (i.e., promptness of delivery). 8. Offerors with a current, non-expired System for Award Management (SAM) registration that includes both FAR and DFARS representations and certifications are not required to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their response. All other offerors should include a completed copy of the provision with their offer. 9. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and is included by reference. No addenda have been included with this clause. 10. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. No addenda have been included with this clause. 6. All proposals submitted in response to this solicitation must clearly indicate the solicitation number. All responses must be received by the Contracting Officer (identified below) by 2:00p Pacific Time, Friday, 9 August 2014. Proposals should be submitted either via first class mail to the address indicated above or via email to 129rqw.msc@ang.af.mil.
